Three new publications on AI, GPAI, and Digital Laws

Over the last two weeks, I have published three additional publications: a history of foundation model legislation with Oxford University Press, a WEF op-ed on industrial AI, and a Top 20 list of Digital Laws with CEPS.

Each of my publications look at Europe’s digital strategy from a different angle: from practical applications of AI, to the legal backbone of the EU’s digital single market, to the regulation of foundation models.


🔹 World Economic Forum: “Why targeting specific industry needs can make Europe an AI powerhouse

This piece looks at the current state of AI use in Europe. While the continent has strong research and industrial potential, the article argues that Europe is still far from fully realising AI’s transformative benefits. It stresses the need for better investment, stronger ecosystems, and clearer regulatory conditions to bridge the gap between promise and practice. Read it here.


🔹 CEPS: “The Top 20 Digital Laws That All Digital Policy Experts Should Know”

Here I lay out a structured overview of the 20 most important EU digital laws - from GDPR and the AI Act to the Chips Act and Data Act. The aim is to give policy experts, businesses, and civic actors a clear map of the EU’s digital legal landscape. Each entry comes with a short note on why the law matters, making the list a practical reference point for anyone engaging with Brussels. Read it here.


🔹 Oxford Handbook of the Foundations and Regulation of Generative AI - with my chapter on 'The Genesis of the EU Foundation Model Regulation'

In this piece, I trace how the release of ChatGPT in late 2022 reshaped the AI debate in Brussels. What started as a risk-based framework in the AI Act had to be adapted to cover powerful foundation models with far-reaching societal and economic effects. The chapter follows the negotiation timeline, compares different legal approaches, and examines the challenge of aligning innovation, safety, and fairness in Europe’s evolving regulatory landscape.
