The DRTs cover the policy activities & conclusions of Member States aiming at increasing the EU's digital sovereignty. It thereby focus on meetings of the European Council, the TTE Council (Telecom Formation), and exceptional digital summits that are organised by a group of EU Member States. The series was started in 2025 with the Digital Sovereignity Summit on 18 November 2025.
Last November, I have started a Digital Resilience Tracker not only to cover the Digital Sovereignty Summit in Berlin but also upcoming initiatives & priorities of EU Member States in the digital sector.
My motivation? While everyone talks about policy measures of the European Commission towards more digital sovereignty, I felt that the intentions of the co-legislators - in particular Member States - were less clear.
Before the first official European Council (19/20th) as well as the informal Telecom Council (23/24th) meeting will take place next in March, I want to present you the 2025 key conclusions of the European Council & Telecom Council in the digital policy field. My upcoming updates in 2026 will use the same template.
