New CEPS Dataset: Mapping the EU’s Digital Rulebook 🤖🇪🇺 (Green Wall)

The CEPS publication titled "A dataset of EU legal and policy instruments for the digital world" continues our comprehensive dataset, aiming at enhancing research and policy analysis in the digital domain. This dataset encompasses all key EU digital laws, legislative proposals and policy plans. A further table summarizes the existing governance structures.

As the EU enters the first full year of the 2024–2029 mandate, CEPS (Centre for European Policy Studies), J. Scott Marcus and I are releasing an updated and expanded dataset capturing the full breadth of the EU's legal and policy instruments shaping the digital sector.


This new version builds on our last June 2024 version published by Bruegel and comes at a crucial moment: the European Commission has presented most of its strategic documents (e.g. Competitiveness Compass, Single Market Strategy, AI continent action plan) outlining where the EU's digital policy might head next. After a short memo, you will find two tables:


🔹 Table 1 tracks all key legislative acts from past mandates, pending proposals, and upcoming initiatives that were officially announced by the European Commission.


🔹 Table 2 maps the EU’s governance mechanisms for the digital sector - from EU agencies to networks and Standardisation Bodies - that ensure that the digital initiatives in Table 1 are implemented and enforced.


This is J. Scott Marcus and my overall fourth iteration of the dataset. It serves as the EU counterpart to the global dataset, which CEPS (Centre for European Policy Studies) published in May 2025 (LINK). Thanks to Andrea Renda and team for all the support!!
